wondering whether it was possible for the E4 and champion to have "fixed" decks that would be recognized as their own (such as chronos and his hopeless deck). Doesn't make sense for the E4 members + champion to use alternating decks as each member had a distinct power that never changed

That'd get boring if they used the same decks over and over again, and we also have changing members so that won't work. The members and champion may however only use one deck per challenge so once its starts theyre stuck with it.
